A man from Butler County, Ohio was recently sentenced to prison time for fatally starving his dog, a two-year-old Doberman pinscher named Lou.
Judge Robert Lyons sentenced 36-year-old David Neanover, who pleaded no contest, to 180 days in prison for one account of animal cruelty and 90 days for a second, along with 180 days for domestic violence. The sentences will run concurrently.
Neanover, who had sadistically named the Doberman pinscher “Lucifer,” was originally charged with felony cruelty to a companion animal and taken into custody, where he was held on $25,000 bond. After posting bail, he was free within days, and shortly after, his charges were lowered to first degree misdemeanors, sparking outrage among activists. As the trial approached, letters urging the judge to impose the maximum sentence poured in from as far away as Florida.
Acting on anonymous complaints, police reported to Neanover’s Reily Township home in May 2019, where they discovered Lou starved and clinging to life in the backyard without food or water. The pup was taken to a local animal hospital, where veterinarians discovered that he was 23 pounds underweight and had ulcers on his tongue, making it difficult for him to eat or drink. His emaciated body was covered in open wounds from a fungal infection, and an X-ray showed rocks in the dog’s stomach, which he had eaten out of desperation to survive.
“No normal human being could look at this dog and think this is acceptable,” Sheriff Richard Jones said at the time. “Animal Friends will do everything they can to save this poor animal, but the current condition is very bad.”
Vets scrambled to save Lou’s life, but he was too weak to continue fighting and passed away five days later.

If he had treated a human like that he would be on death row but because it is an animal he will do some time and possibly pay restitution for the dogs vet care at least.

The abuser is serving a domestic violence sentence CONCURRENTLY along with the two animal cruelty charges, so there has been a human victim. Judge has a reputation for being soft.

I am so distraught after reading what happened to poor Lucifer the doberman pincher. I felt so sick in my stomach and very angry that this David Neanover could do something so terrible, horrible, heinous to such a sweet dog. Then to read on Lucifer, after trying to stay alive while eating rocks, ended up passing away due to the severity of his condition. I’m so glad the Judge did the right thing by Lucifer and made Neanover pay for his crimes. Apparently this man is a horrible human being. It seems he also abused his life partner along with Lucifer. There are far too many of these kinds of horrible things called humans that treat animals and humans so cruelly without one ounce of guilt. I hope this Neanover person NEVER OWNS ANOTHER ANIMAL EVER!! He will get out of prison and he MUST be monitored very closely.
I live in the city where David Neanover lives. I went to every court appearance. The case dragged on for over a year, with continuances requested by his high profile attorney. Anyway, Animal Friends Humane Society thought Lucifer was a HORRIBLE name for the poor dog and changed it to Lou. The dog was referred to as Lou for the five days he lived after being rescued. David Neanover is Lucifer in my opinion. It is AWFULthat the judge made NO RULING as to whether Lucifer Neanover can own an animal in the future. I was also disappointed that the three sentences are being served concurrently rather than consecutively. (One domestic violence charge and two charges of cruelty to a companion animal.)
The person who did this is not a normal human. He’s a danger to society and definitely too dangerous and heartless to be allowed to be released to the streets to inflict his kind of treatment on other animals or people. He should be locked up in a mental facility. His diet should follow the kind he considers acceptable for any other living being. (Rocks and no liquid of any kind.)

Too short of a sentence for this monster. We need laws and judges who are compassionate when it comes to animal welfare, not these who give out short jail time which the perpetrator only serve half or less. Along with more jail time, these evil cowards should be made to pay a hefty fine and part of that fine would go to reputable animal rights and cruelty prevention organizations. This “thing” is sick and will soon turn “its” rage on the humans trying to make this a civilized society. My heart goes out to that little doggie who had to suffer at the hands of something he thought cared for him. Karma, is retribution for this dog.

This is a start, albeit a small one; but it’s a start. Hopefully the next offender will get consecutive sentences, 6-12 months for the one after that. And well keep increasing the severity until it stops and animals are treated with the compassion that is deserved for all creatures!

I think it will take many years for the states courts to take animal abuse seriously as it should be taken.
