A new law, designed to end the needless suffering animals endure during cosmetics testing, went into effect on January 1, 2020, helping ensure the importation and sale of California’s cosmetics are cruelty-free.
Former Gov. Jerry Brown enacted the California Cruelty-Free Cosmetics Act back in 2018. It bans California-based manufacturers from importing or selling beauty products that have been tested on, or contain ingredients previously tested on, animals. This is the first such law in the United States.
Companies breaking the new law will be fined $5,000 with an extra $1,000 charge for each subsequent day the violation continues.
“We are proud to have led the effort to pass this monumental law,” said one of the sponsors on the bill, founder and president of Social Compassion in Legislation Judie Mancuso. “Animal testing is not needed to prove the safety of cosmetics and personal hygiene products, and this new law codifies that scientific fact. We must modernize and get rid of these antiquated protocols and stop torturing poor innocent animals. Once again, our great state of California is a leader on such important, smart and compassionate animal rights issues.”
A number of other animal protection measures are also set to come into effect in California this year, including three bills signed into law by Gov. Gavin Newson in 2019, which prohibit the use of wild animals in circus performances, ban fur trapping and the sale of fur products, and reintroduce a ban on importing or selling products crafted from crocodiles and alligators.

No need for cosmetic animal testing, there must be piles of old data. Things don’t change that much. California watch your step fines are ideal and bad publicity is bad for your business.

“Innovative animal test-free research methods are becoming more available,” reported Dr. Gaby Neumann, with the German organization Doctors Against Animal Experiments, recently in response to the opening of a new animal testing lab in Hamburg, Germany.
That statement falls into the old “reduce, revise, replace” argument, which allows laboratories to consider “switching over” (taking years, or decades, or who knows, while assuring the public that they’re revising or reducing in the meantime) from something which is a FRAUD IN THE FIRST PLACE.
It’s a strategic plan to keep us uninformed. I JUST TODAY got an email from ewg (Environmental Working Group) stating there are CURRENTLY “88 different carcinogens and reproductive toxicants are in cosmetics sold in California.”
THAT is how far fraudulent animal testing has gotten us ! It not only is not necessary in today’s day and age, it was ALWAYS misleading, and simply used as the companies’ straw man defense in court when someone would sue them.
STOP ABUSING THEM!!! ENOUGH

I’ve always hated this. It’s nothing but animal cruelty to start with. You got a whole world of people out that would volunteer for things like this. Who in the world was the person to think such cruelty up to start with?? You know they were heartless to start with, and could care less about these poor innocent animals. I really don’t want to burst any bubbles, but the truth does need a hearing. Opposing vivisection has been a large part of my life. Dealing with the perpetrators, the media, the crafty appeasing politicians, has shed light on what needs to be done.
Vivisection is not valid for anything, not for people, and not for animals, but it is a self-perpetuating BUSINESS (and also a haven for sadists, who are being paid mostly with OUR taxes). Whatever is attributed to it is (according to doctors and scientists who have been brave enough to speak out) is either a lie, or could be found faster, easier, and far less expensively by other means.
At the current rate of “laws,” “bills,” and “regulations,” vivisection will still be with us in full force when your great grandchildren are old.
My thanks goes to the activists, who have, and will continue to, expose this mockery, and have done more than any smooth talking two-faced politicians who are simply reading public sentiment (which has been, and continues to be, changed by the actions of the activists) and just doing what will make someone say, “I’ll vote for you!”

Exactly! If were were back in the 80s-90s with public sentiment being still overwhelmingly on the side of cosmetics “testing” on animals, Newsom would never have passed this bill; in fact it wouldn’t even have existed. It’s the real, die-hard activists who have changed public opinion so that we could get to this point, with still SO MUCH further to go, if only people would stop being so easily manipulated by the media and their “animal research saves lives” promos passed off as news.

Actually, Judy, Washington just signed a bill making animal cruelty a federal felony, but that’s only slightly better than this California charade which is meant to placate the public, while vivisection continues unabated. We have to get serious about this, and not leave it to any politicians.

Correction. Cruelty Free cosmetics laws went into effect in Nevada and Illinois on the same day as California’s law. They are the first 3 states to do so.
It’s good that it effects California- based Manufacturers, but each state would have to pass the same legislation to make it effective, and what about companies exporting/importing? There’s much to be done, but’s a a good start.

ALL vivisection is fraud, and the reason these little “steps” (many of which turn out to have built in loopholes) are presented as great strides is to keep us somewhat appeased, while it’s business as usual behind laboratory doors, much of it with our tax money.
I’ve seen photos of live animals with their eyeballs removed, so the sockets can be used to anchor four corner metal beams to help keep them immobilized while electroshocks and other tortures are administered to their genitals. The purpose? Sexual research. And that’s just a tiny tip of the iceberg.
We need some of that anger (which is currently misdirected to where we’re media-manipulated into directing it) to spur people into more direct action, and confronting those white coated sadistic clowns. Make them stop torturing animals on OUR money!

Well said, Sue, and a lot more nicely than I would have put it. 35+ years ago we were saying NO to “testing” personal care products on animals, and were getting HUGE resistance (even in CA!) from the general public, who were convinced by the media that animal testing of makeup and such was necessary to protect them. Now, very few people still believes that. Back then, and decades earlier, animal “testing” should already have been banned entirely around the world, along with ALL use of animals for all of this subhuman insanity. The first lunatic who thought up animal vivisection as “medical science” should have been put in an asylum as an example for others. We’d all be a whole lot healthier today if that had been the case.
