Too weak to move and crying out in pain, a dog named Rocky was found inside a trash bag full of waste beside a road in Philadelphia, Pennsylvania, according to local news. The vulnerable animal appeared to have suffered prolonged starvation and was barely clinging to life.
Rocky was then taken in for treatment, and his body condition score was reportedly assessed at just 1 out of 9, meaning he had almost no body fat left, and his muscle loss was clearly visible.
While GoodBoy Dog Recovery is offering a $3,500 reward for information leading to the arrest of whoever harmed Rocky and the Pennsylvania SPCA is investigating, authorities must pursue every lead to secure justice for this innocent dog.
