PETITION TARGET: Putnam County District Attorney Robert V. Tendy, New York State Department of Environmental Conservation, and Putnam County SPCA Law Enforcement Division

Two roosters and two white doves were found near a New York reservoir with their heads cut off and their bodies reportedly drained of blood, according to News 12 and CBS6 Albany. A fisherman discovered the mutilated birds along the shoreline of Sodom Reservoir in Putnam County, where investigators said the animals had been scattered near a tree only a few steps from the water.

This was not the first grisly discovery in the county. Putnam County SPCA Law Enforcement Chief Ken Ross said an additional five similar incidents have occurred in the past year, with animals decapitated, drained of blood, and left near bodies of water. Investigators reportedly believe the birds may have been killed elsewhere before being dumped near the reservoir, making the case harder to solve.

Birds are sentient animals who can feel fear and pain. No rooster or dove should be killed, mutilated, and discarded as if their lives did not matter. Whatever the motive, cruelty to animals must be investigated and treated as a serious crime.

Sign our petition urging Putnam County and New York state authorities to fully investigate these horrific killings and calling on District Attorney Robert V. Tendy to prosecute any responsible individual(s) to the fullest extent of the law, including psychological intervention and a ban on owning or possessing animals.
