New York Attorney General Letitia James has sued a Brooklyn store accused of illegally advertising and selling hundreds of puppies after New York’s Puppy Mill Pipeline Act took effect.
The lawsuit targets Quality Canines Inc., which operates as Puppy Boutique, according to the Attorney General’s Office. The office said the business continued advertising and selling puppies even after New York’s ban on retail sales of dogs, cats, and rabbits took effect in December 2024.
The law is meant to reduce animal abuse at puppy mills and help protect people from unknowingly bringing home a sick puppy, kitten, or rabbit. The Attorney General’s Office is asking the court to immediately stop Puppy Boutique from advertising or selling dogs in violation of the law, reports Finger Lakes Daily News.
State officials said Puppy Boutique used Instagram, TikTok, and multiple websites to advertise puppies for sale after the law took effect. The Attorney General’s Office also said state and city agencies warned the business more than once, including a February 2024 notice from the New York State Department of Agriculture and Markets and cease-and-desist actions in 2025.
According to the court filing in Kings County, the respondents allegedly tried to continue selling dogs by claiming they were working with nonprofit groups to facilitate adoptions. The Attorney General’s Office says those groups were not registered with the state as shelter rescue organizations and sourced dogs directly from breeders, including reported puppy mills.
An undercover investigator contacted Puppy Boutique in June 2025 about a Maltese puppy, according to the Attorney General’s Office. A representative allegedly confirmed puppies were available, provided pricing information and photos, and said the puppy could be taken home the same day.
New York’s law was built to close the puppy mill pipeline. Puppies should not be moved through storefronts like inventory, leaving families to discover illness, cruelty, or hidden suffering after an animal is already home.
