An abused, helpless horse in Clark County, Wisconsin has spent the last 7 years chained by the neck, unable to move beyond a mere few feet.
According to concerned locals, the horse is completely deprived of shelter, exposed to the broiling sun, hailstorms, blizzards and sub-zero temperatures.
Meanwhile, all the poor animal can do is pace back and forth on its short chain.
Despite numerous pleas and a petition from the community, authorities have failed to take action. Kind locals have even offered to buy the horse, but the owner has refused and the animal continues to suffer, year after year.
According to ABC News 18, the Clark County Sheriff's office stated that "...when checked on, the horse has shown no sign of malnutrition or distress which means legally they cannot intervene." Yet if conditions are as described by locals, this should surely qualify as animal abuse.
No animal deserves such torture and neglect. Sign the petition to add your voice in demanding that officials confiscate this badly abused horse and release it to someone who will give the animal the care it so desperately needs.
