PETITION TARGET: Speaker of the House Mike Johnson and Senate Majority Leader John Thune

Beagles Tara and Rosie were rescued from Ridglan Farms, a Wisconsin breeding and research facility where dogs were allegedly forcibly restrained while staff cut their eye glands and vocal chords without anesthesia.

The two survivors joined lawmakers in announcing legislation to spare dogs and cats from biomedical experiments, Spectrum News reports.

The bipartisan bill, called the Companion Animal Protection Against Cruel Testing Act (COMPACT Act), would end Department of Health and Human Services funding for biomedical experiments using live dogs and cats, subject to limited emergency waivers.

It would also require funding recipients to make reasonable efforts to retire or rehome dogs and cats no longer needed for research, while allowing funding for their care and placement.

Like Tara and Rosie, all dogs and cats deserve safety and the chance to grow old in loving homes, free from taxpayer-funded suffering in laboratories.

Sign our petition urging Congress to pass the COMPACT Act and end Department of Health and Human Services funding for biomedical experiments using live dogs and cats.
