Rabbits are placed in restraints, their fur shaved, and products rubbed into their skin repeatedly until they suffer from chemical burns — This is the reality of cosmetics testing on animals.
Every year, countless animals are subjected to tests of cosmetics and personal care products — enduring pain, stress, and sometimes death — all so that humans can buy makeup and lotions. This suffering is avoidable because modern science offers humane, non-animal testing methods that are also more relevant to human health.
Florida Senate Bill 1418 (2026), the “Sickles High School Ought to be a Law Cosmetic Animal Testing Act of 2026,” championed by students from Sickles High School in Tampa, is an opportunity to end this cruelty in the state. Introduced in January 2026, the bill would make it unlawful to manufacture, repackage, sell, hold, or offer for sale cosmetics that have been tested on animals as part of the manufacturing process, with limited exceptions as required by other laws or for non-cosmetic purposes.
The bill would also prohibit manufacturers from using animal testing in the process of making cosmetics, pushing companies toward modern, non-animal test methods. Right now, animals such as rabbits, mice, and guinea pigs are still subjected to painful eye and skin tests, among other procedures that can be slow, expensive, and poorly predictive of human responses.
SB 1418 would help make these standards enforceable by tying them to Florida’s cosmetic manufacturer inspections and permitting system, and by providing meaningful penalties for violations.
This policy aligns with what many consumers already want: products not linked to animal suffering. A growing number of states and countries are moving toward cruelty-free cosmetics, recognizing both the ethical imperative and the scientific advances that make it possible.
