PETITION TARGET: Deschutes County District Attorney Steve Gunnels
Forty-four poodles—including two litters of puppies—along with two other dogs and three cats were found in a suspected puppy mill in Alfalfa, Oregon, trapped in filthy crates on waste-covered blankets amid a powerful stench of ammonia, according to a Deschutes County Sheriff’s Office Facebook post. Many of the animals were underweight, matted, and in need of medical care.
Police became aware of the situation after a woman reported that her dog, purchased from a website run by the accused, was suffering from health issues—a common occurrence for dogs from puppy mills.
The woman allegedly responsible for the animals’ suffering is facing 49 felony counts of second-degree animal neglect.
These animals were severely neglected and left confined in their own waste, all so someone could profit from selling them. We must crack down on puppy mills and breeders to end this cycle of suffering and give shelter and rescue animals a better chance at finding loving homes.
Sign our petition urging the Deschutes County District Attorney to prosecute the individual responsible to the fullest extent of the law — including mandating intensive psychological intervention and a lifelong ban on having animals.
UPDATE (10/16/2025): The woman was indicted on 50 charges—including one for willfully neglecting breeder care standards—and plans to plead not guilty to all charges, according to local news.
We will continue to monitor this case and share any updates as they become available.
