An 8-month-old-puppy named Milo was left at an Atlanta shelter with a gut-wrenching note explaining that his guardian was homeless and had no other choice to ensure that the puppy received necessary care, according to People. For far too many people in the U.S., this heartbreaking dilemma is a daily reality—because some shelters simply aren’t set up to welcome their nonhuman family members.
To address this crisis, lawmakers have reintroduced the Providing for Unhoused People with Pets (PUPP) Act of 2025, which would provide funding for shelters nationwide to make upgrades that accommodate animal companions and keep families together.
“Pets are family,” said Congressman Jason Crow, the bill’s primary sponsor. “No one should be forced to choose between having a roof over their head and keeping their pet.”
If passed, H.R. 4921 would direct the Department of Agriculture to distribute $20 million in grants to retrofit facilities to provide temporary and permanent housing for homeless individuals and their animal companions. Additionally, the legislation would require grant recipients to offer veterinary services.
The PUPP Act represents a compassionate, commonsense step toward keeping families whole, safe, and making shelters truly accessible to everyone in need.
