Dogs are being confined to small cages, often underfed and malnourished, denied veterinary care, and deprived of even their most basic needs. Many are forced to breed repeatedly, treated not as living beings, but as commodities used solely to produce puppies for profit.

Across Indonesia, an urgent animal welfare crisis is growing as puppy mills and unregulated breeding operations continue to spread. Investigations by Lady Freethinker and Jakarta Animal Aid Network (JAAN) have uncovered deeply concerning conditions inside these facilities, where dogs are bred repeatedly with no protections and puppies are often sold unvaccinated.

This has become a widespread and rapidly expanding industry operating without meaningful oversight.

Without clear, enforceable regulations, dogs can be kept in poor conditions, bred continuously, and denied proper veterinary care. Puppies sold without vaccinations face a high risk of contracting and spreading deadly diseases such as parvovirus, distemper, and rabies. These practices endanger both animal welfare and public health.

Lady Freethinker and JAAN are committed to working with the Government of Indonesia to address this issue. By establishing and enforcing national standards for dog breeding operations, the government can help ensure humane treatment, prevent disease outbreaks, and stop the exploitation of dogs in unregulated facilities.
